As Aslan explains to Susan and Lucy after his resurrection, the White Witch's knowledge goes back only to the dawn of Time, to the Deep Magic that the Emperor-Beyond-the-Sea put into Narnia at the very beginning. As Aslan reveals, it decrees that when a willing victim who has committed no treachery is killed in a traitor's stead, the Stone Table will crack and Death itself will start working backwards.
