Elizabeth Sinskey is summoned to the Council on Foreign Relations, where a tall, green-eyed man (Zobrist) berates her for the WHO's failure to address overpopulation. He presents his radical ideas, shocking her.

Zobrist implies he will take drastic action. Sinskey takes his photo and places him on watch lists. This begins a two-year cat-and-mouse game.
The Aftermath
Sinskey returns to Geneva, determined to stop him. She realizes the danger he poses and begins tracking him, but he disappears with the help of the Consortium.
