The notice is signed by Fenris Ulf, Captain of the Secret Police. The Reason for Arrest Tumnus's crime is letting Lucy go free. He disobeyed the Witch's orders to capture humans. The Witch's secret police must have learned of his visit from spies in the forest. His arrest is a direct consequence of Lucy's first visit, and it drives the children's sense of responsibility. The Children's Determination Lucy feels guilty because Tumnus helped her. She insists they must rescue him. This becomes the immediate goal of their journey.
