A Difficult Apology

The Emperor and the Foster Brother
Facing the failure
Gregor tells Miles he wishes he had not falsified the report and asks what he intends to do. Miles acknowledges his error but resists a sentimental account of what his career might have become.
Personal regard remains
Gregor does not absolve him, yet invites him to lunch and includes him in a discussion about a consequential personal choice. The conversation shows that discipline and affection can coexist.
A Request Not to Flee

The Risk of Treason
A promise sought
Gregor asks Miles not to seize the Dendarii and flee Barrayar, explaining that such a move would be treason and could end their relationship permanently. Miles understands the legal danger and promises he will not leave that way.
Trust under restraint
The request matters because Gregor cannot control Miles by force alone. Their understanding depends on an oath between people who share a foster-family bond as well as an imperial hierarchy.
Authority Granted in Crisis

Trust Takes Institutional Form
An unusual appointment
Gregor gives Miles the authority to investigate Illyan’s treatment and ImpSec’s handling of the crisis. He chooses Miles because his perspective is independent of the organization under review.
A calculated risk
Gregor knows Miles may challenge Haroche and make mistakes, but believes a separate point of view is worth the danger. Their personal trust becomes the basis for an official responsibility.
Gregor Receives the Confession

Truth Delivered Directly
Reporting the result
Miles tells Gregor that Haroche, not Galeni, sabotaged Illyan and that he caught him changing the contaminated filter. The report removes an immediate danger but leaves the Emperor to confront the betrayal of a trusted officer.
Shared responsibility
Gregor asks why Haroche acted, and Miles answers that he still has many questions. The Emperor receives the news as both sovereign and a person whose own judgment had nearly confirmed Haroche in office.
An Offer Freely Refused

A Genuine Choice
The chiefship declined
Gregor offers Miles the leadership of ImpSec, but Miles refuses because he knows the routine would make him unhappy. Gregor confirms that the offer is not an order.
A deeper appointment
The Auditors then offer Miles a permanent position. Gregor’s willingness to accept a real refusal makes the later offer meaningful: Miles enters the new role by choice, not because imperial affection has become coercion.
