City Council

Presumed Innocent

The City Council is the public authority that turns a petition drive into a recall election in the closing political developments of the story. Its role is limited but consequential: it enables voters to decide Nico Delia Guardia’s future in office, while the election itself exposes the shifting alliances around him and leaves him with a new political ambition.

Role in the Recall

In January, after a petition drive, the City Council authorizes a recall election. The decision creates the formal opportunity to remove Nico Delia Guardia; it does not itself determine the result. Augustine Bolcarro could have prevented the election, but instead maintains marked neutrality toward Nico, allowing the recall to proceed.

Political Contest and Consequences

Nico campaigns actively to keep his office and comes close to retaining it. His position is weakened when civic leaders oppose him, including Raymond Horgan, Larren Lyttle, and Judge Edgar Mumphrey. About two weeks before the vote, Nico fires Tommy Molto, but the dismissal does not reverse the political tide: voters recall Nico by a margin of approximately 2,000 votes. The episode places the Council’s authorization at the start of a contest whose outcome is shaped by a broader coalition of supporters and opponents.

A New Political Destination

The recall ends Nico’s tenure in his existing office, but not his political career. He plans to run for the City Council from the South End, and the narrator expects him to win. The reversal gives the Council a second place in the episode’s political arc: first it authorizes the vote that removes Nico, then it becomes the institution he intends to enter. The book does not describe the Council’s internal structure or its wider work; its significance here lies in these two concrete roles in local political succession.
