It is the primary venue for the most public and televised events of the Hunger Games, a space designed to showcase the Capitol's wealth, power, and the complete subjugation of the districts. For the tributes, it is the stage where their fates are sealed in the eyes of Panem, a place of both dazzling spectacle and profound terror.

The Opening Ceremonies Spectacle

The City Circle is the terminus of the opening ceremonies parade, where each district's tributes ride in horse-drawn chariots before the entire Capitol population and the cameras of Panem. It is here that Katniss and Peeta, dressed in Cinna's synthetic fire costumes, make their stunning entrance. As their chariot rolls into the Circle, the deepening twilight makes their flickering flames impossible to ignore, pulling the focus from all other tributes. The City Circle also hosts the televised interviews with the tributes, held on a stage constructed in front of the Training Center. An elevated seating unit is set up for prestigious guests, with the stylists commanding the front row, while a large balcony is reserved for the Gamemakers. The Circle and the avenues feeding into it are completely packed with people. It is on this stage that Peeta Mellark makes his public confession of love for Katniss, declaring to Caesar Flickerman and all of Panem that the girl he has a crush on "came here with me." After the Games conclude, the City Circle is the site of the victory ceremony. The victors are presented on stage, and President Snow himself places the crown on their heads. The crown is a single piece that separates into two halves, one for each victor. As President Snow settles the second half on Katniss's head, his eyes, just inches from hers, are "as unforgiving as a snake's," a chilling reminder that her act of defiance with the berries has made her a target.
