Public Health Authority

The Lighthouse

The Public Health Authority is named as the body with legal powers relevant to quarantine during the SARS outbreak on Combe Island. Its role sets the boundary between a quarantine that could be imposed and the islanders’ decision to remain voluntarily until the danger had passed.

Role in the SARS response

After Dr. Speidel’s SARS diagnosis was confirmed, Guy Staveley described quarantine as the sensible course and said he was in contact with the authorities. The prospect of isolation also complicated the police investigation: the island’s quarantine could make it difficult for the team to bring in reinforcements.

Powers and limits

Staveley explained that the Public Health Authority could enforce quarantine on an infected person and, in some cases, on people considered at risk. He did not say that the Authority had ordered Combe Island’s residents to remain there, or that it had decided whether to use its powers in their case.

Voluntary quarantine on Combe Island

Staveley asked the residents to accept voluntary quarantine and stay on the island until they were advised it was safe to leave. He framed the restriction as temporary: for most residents, Combe was home, and the immediate sacrifice was giving up trips to the mainland. No one initially objected, although Daniel Padgett said he needed to leave for a university interview in London. The group nevertheless agreed to voluntary quarantine, and Staveley said he would inform the authorities.
