Shelter Island
The Power of the DogShelter Island is a marina and park in the middle of San Diego Harbor. Its most consequential appearance is as the setting for a nighttime meeting between Art Keller and John Hobbs, where a pursuit framed as law enforcement crosses into covert action. The location’s quiet, waterside setting gives ground to a decision whose stated consequences include violating national and international law.
Setting
The meeting takes place at night on Shelter Island. Keller and Hobbs meet across from Humphreys by the Bay, then walk along the narrow strip of park beside the water toward its point. The scene places their private conversation at the edge of the harbor, away from an office or formal command setting; the location is described as a marina and a park, not as an operational base.
The Meeting
Keller has come to Hobbs because he sees no other chance to reach the Barreras, and he fears Nora Hayden will die if Hobbs refuses to act. Hobbs recognizes what Keller is asking: an illegal strike on the sovereign territory of a friendly country, one that could provoke a diplomatic crisis. The discussion makes the setting the site of a consequential negotiation, not merely a backdrop to an already authorized operation.
From Arrest to Covert Action
Hobbs eventually agrees, but insists that the operation cannot use normal assets and must be outsourced on a double-blind basis. He also draws a sharp distinction between the proposed action and ordinary law enforcement: it cannot be explained as a means of bringing the Barreras into custody, and therefore will not be an arrest. He calls it an extreme sanction. Shelter Island thus marks the point at which Keller’s urgent objective is pursued through a method deliberately separated from legal arrest procedures.
Narrative Significance
The encounter makes the geography of the harbor a counterpoint to the legal geography under discussion. Keller and Hobbs are in San Diego, but their plan reaches across a national boundary and places the sovereignty of a neighboring country at issue. The scene’s decisive change is Hobbs’s conditional consent: a meeting on a narrow stretch of park becomes the setting where a law-enforcement pursuit is recast as a deniable intelligence action.
