Networks Beneath the City

A City Watched From All Sides
Intelligence in Plain Sight
Haydar describes Peshawar as a place crowded with foreign observers, armed factions, and people who watch one another. The city is not just a setting for the pursuit: it is a network in which a newcomer’s behavior can quickly become information.
A Dangerous Public Signal
Lawson’s planned visit to the arms market is meant to send a message through that network. The same circulation of rumor that might flush out the Shepherd can also put Lawson within reach of people who mistake or recognize his purpose.
The Taliban’s Supply Route

Passage With a Price
A Guide Among Fighters
The Shepherd’s work connects movement across the border with Taliban operations. He knows routes that are difficult for outside forces to monitor, giving him practical power over who can pass through the mountains and when.
Children as Payment
His arrangement makes the route more than a military problem: children are the price he demands for his service. The Council’s pursuit must therefore contend with a trafficker whose movements are protected by the same clandestine crossings that make him valuable to armed clients.
The International Team Appears

An Unplanned Encounter
Unknown Operators
While Lawson is trying to reach Veena, a four-person special operations team intercepts him and takes his weapons. Its members do not know his identity or assignment, and they treat his armed presence in their area as a possible threat.
Limited Cooperation
Cutter refuses to abandon his team’s assignment, but Ice agrees to help with the mine. Their brief cooperation prevents Veena’s immediate death without giving Lawson access to the team’s plans or turning their separate operations into a unified effort.
Two Operations Converge

A Shared Target Area
Cutter’s Team Takes the Shot
Lawson and Veena wait for the Shepherd, but Cutter’s team reaches the trail first and kills the older client instead. The American team is working from its own intelligence and interprets the traveler as a source of information about al-Qaeda plans.
The Missing Shepherd
Cutter explains that the Shepherd has split from the client and turned back toward the border. The two operations have intersected without coordinating their objectives, leaving Lawson and Veena to chase a target that the other team’s action has unintentionally displaced.
The Border Patrol Deadline

Escape Under Another Clock
A Difficult Extraction
After the Shepherd is dead, Lawson carries Veena’s body toward the border. Haydar meets him with a warning that a Pakistani patrol is due along the route, making the return crossing urgent despite Lawson’s exhaustion.
The Mission Leaves Evidence Behind
Haydar must now transport an unexpected second passenger while protecting his own cover. The immediate armed conflict has ended, but the operation’s consequences continue to constrain their movements until they can leave the area and bury Veena outside Peshawar.
