Ferrets

The Shepherd

Ferrets is the Council’s low-visibility intelligence subunit: its members gather useful information while remaining almost invisible. The organization’s importance in the story is made concrete through Haydar, whose deep knowledge of the region lets him guide Lawson toward a target while the Council weighs the value of the mission against the risk of exposing its source.

Organization and Method

Ferrets operates within the Council’s intelligence service, distinct from the more overt force sometimes associated with a Fixer’s work. Its task is simple to state but difficult to carry out: acquire as much good intelligence as possible without attracting notice. The contrast matters to Lawson, who understands that the Council sometimes relies on direct involvement in collecting information, but at other times gathers it much more discreetly.

The method is illustrated through Haydar’s local knowledge rather than through a formal account of the unit’s structure. He knows where French intelligence officers socialize, where the Taliban holds recruitment meetings, and where the CIA keeps people before they disappear into rendition. These examples place Ferrets’ work amid overlapping intelligence and armed networks in Peshawar, where knowing the city’s hidden routines can matter more than visible authority.

Haydar as a Regional Source

Haydar is a Ferret, and Niles identifies him as someone who has been operational in the region longer than most. His apparently youthful face is an asset in the work: he explains that he can blend in because people consider him too young to care about and too old to prompt questions about his parents. Niles adds that this appearance has helped the Council obtain information in the area, where Haydar has been its lone source for a number of years.

The Council sent Haydar back to the region after the September 11 attacks. He had previously worked in Oman, and the Council judged that his abilities would be better used gathering intelligence there. His value is therefore both personal and institutional: he supplies knowledge that the Council has relied on for years, while his ability to pass unnoticed helps preserve the source on whom that knowledge depends.

Supporting Lawson’s Mission

Haydar does not present his intelligence as certainty. When Lawson asks whether he knows where the rogue vampire can be found, Haydar distinguishes between what he knows about the target’s past movements and where the target might go next. His role is to put Lawson on the path, provide the lead, and then vanish; he cannot risk compromising his cover for the operation.

That limit reflects the Council’s priorities. Haydar says the Council is not eager to expose him merely to capture one rogue vampire. The mission thus depends on intelligence being shared selectively: Lawson receives enough to continue, but Haydar withdraws before his presence can endanger the longer-term source. His guidance takes Lawson first to Shaba Used Auto Parts Market, whose public identity as a seller of vehicle parts and used cars conceals its real importance as a weapons market. Haydar also arranges the next broad step of the pursuit, telling Lawson that he will be taken out of Peshawar and into Afghanistan to wait for the target across the border.

Operational Value and Limits

Ferrets’ contribution rests on access, local knowledge, and concealment rather than a guarantee that intelligence will deliver a target directly. Haydar can identify where the target has been and offer a plausible direction for where he may appear, but he explicitly leaves the final pursuit to Lawson. That division of labor preserves the intelligence source while exposing the uncertainty built into acting on information about a moving target.

The organization’s narrative function is consequently more than simply supplying a lead. Through Haydar, Ferrets gives the Council a presence in a region where Lawson lacks comparable knowledge, yet the same discretion that makes the unit useful also constrains what it can do openly. Its success depends on remaining unseen; the mission can benefit from Haydar’s information only so long as the operation does not make him visible.
