Kobe

Tokyo Vice

Kobe enters the account as the site of the Yamaguchi-gumi’s head office and of a brief, conspicuous police raid. The episode makes the city more than a backdrop: the headquarters stood at the center of a major investigation, while the raid’s advance disclosure and swift execution exposed the distance between a public show of enforcement and a genuinely surprising operation.

Headquarters and the basis for the raid

By October 23, 2004, investigators had evidence connecting Susumu Kajiyama’s operations to the Yamaguchi-gumi and could justify a raid on the organization’s head office in Kobe. The headquarters was described as a one-block fortress, a physical expression of the group’s scale and presence. The account identifies Kobe specifically as the location of this central office, rather than as the setting for the wider network of businesses under investigation.

A raid known in advance

The operation was no secret among the people following it. Police, criminals, and journalists all knew the day before that the raid was coming; the Yamaguchi-gumi had even formally asked police when it would take place. The narrator had also been speaking with yakuza and former yakuza in anticipation. Then a senior reporter mentioned that a rival news service planned to publish the story before the raid, setting off alarm among the journalists.

Press coordination and the twenty-five-minute operation

To avoid being the only outlet left without the news, competing reporters agreed to publish the impending raid. The Yomiuri Shinbun consequently ran a large announcement in its morning edition on the day the police moved in. The officers wore bright red jackets resembling happi coats, giving the arrival a festive cast against the headquarters’ fortress-like setting. The raid itself was over in twenty-five minutes. A colleague mocked its brevity as more like a social visit than a forceful operation, and the narrator joined in the skepticism, speculating that evidence might already have been prepared.

Kobe’s narrative significance

The Kobe raid is presented through a tension between spectacle and compromised surprise. The fortified headquarters, vivid uniforms, and audible commotion made the operation highly visible; advance knowledge and its twenty-five-minute duration invited doubt about what such visibility had accomplished. Kobe’s significance in this episode rests on that contrast: it is where the police confronted the Yamaguchi-gumi at its central office, in an operation whose public drama could not conceal how widely its timing had circulated.
