The PREP Design

Reeducation as Recruitment
A strategic innovation
Vond sees student rebels not only as threats but as potential recruits who want structure and belonging. His PREP converts detention into a pipeline for informants.
Control disguised as opportunity
The program offers renewed education and federal work in exchange for cooperation. Its promise of reintegration hides an apparatus designed to place former dissidents under surveillance.
The Attack on PR3

Breaking a Political Community
An indirect strategy
Vond uses money, misinformation, and compromised relationships to intensify divisions inside the People's Republic of Rock and Roll. He seeks to isolate Weed Atman rather than launch a simple frontal assault.
A controlled collapse
The internal crisis gives authorities a pretext to surround and empty the campus. Vond’s operation turns collective failure into evidence of the state’s necessity.
A Career in Obsession

Desire and Federal Power
The public career continues
Vond’s institutional position advances even as he privately fixates on Frenesi. He compartmentalizes his work and his desire, using the language of duty to conceal their overlap.
A private pursuit persists
He seeks indirect ways to track Frenesi, wary of colleagues who might expose his personal involvement. His emotional obsession becomes another instrument of political control.
REX 84 in Vineland

An Exercise Becomes Occupation
Federal power assembles
Military forces, federal personnel, and anti-drug units converge around Vineland under the cover of an emergency exercise. The operation blurs the line between preparation and actual domestic repression.
Personal aims enter the operation
Vond’s pursuit of Frenesi and Prairie becomes entangled with the larger mobilization. The scale of the force makes private coercion look like routine government business.
The Abduction Fails

The Operation Is Cancelled
A last attempt
Vond tries to abduct Prairie during the military deployment, imagining that control over the daughter can determine the mother’s future. Prairie rejects his claim that he is her father.
Orders reverse the outcome
The exercise is abruptly terminated, and Roscoe removes Vond from control of the helicopter. The aborted abduction exposes the fragility of Vond’s authority once higher political orders change.
