The Selectman’s Authority

The Selectman’s Authority
Local power concentrated
Danforth Keeton serves as Head Selectman and helps direct the town’s budgets and public works. His authority makes his concealed financial misconduct especially consequential.
A stable appearance
Municipal processes seem routine: public spending is debated, staff carry out projects, and the sheriff enforces local law. This appearance of order conceals financial and personal strain.
The Audit Threat

The Audit Threat
Public accounts examined
The Maine Bureau of Taxation orders an audit of Castle Rock’s records. Keeton knows the scrutiny may expose his embezzlement.
Authority corrupted
Rather than confess or seek help, Keeton treats the audit as persecution and uses public resources for his own protection. Gaunt’s reassurance worsens the danger.
Explosives Enter the System

Explosives Enter the System
A legitimate order altered
Deke Bradford requests dynamite to clear a gravel pit. Keeton increases the purchase without a sound operational need.
Municipal goods repurposed
The explosives arrive at a town facility. Gaunt’s scheme turns equipment purchased under civic authority into material for an attack on the town itself.
Law Enforcement Overwhelmed

Law Enforcement Overwhelmed
Incidents multiply
Police confront assaults, shootings, a religious riot, and widespread confusion. Communications fail as the electrical storm arrives.
Responsibility fractures
State Police assume control of the major investigations while Castle Rock’s deputies are injured or missing. The institutions cannot restore order before the bombings begin.
The Civic Center Destroyed

The Civic Center Destroyed
The municipal center is bombed
The largest charges detonate at the courthouse and Municipal Building. Government offices, records, and people are destroyed together.
A town loses its center
The bombing is both physical destruction and the culmination of Gaunt’s attack on civic trust. Castle Rock’s familiar authorities and meeting places no longer exist in their former form.
