A State-Funded Guest

Welcome with an Agenda
A public honor
A-Io presents Shevek as a distinguished scientist and welcomes him with ceremonies, gifts, and academic status. The celebration frames his visit as proof of cooperation.
A political investment
The government and university expect his work to strengthen their prestige and technological position. Shevek has not yet understood that hospitality can also be a form of acquisition.
The Microphone in the Room

Surveillance Behind Courtesy
A concealed listener
Chifoilisk tells Shevek that a microphone is hidden in his room. The discovery confirms that his private life has been monitored throughout his stay.
A warning about ownership
Chifoilisk says Shevek has been bought by the system around him. The word makes visible the political meaning of money, comfort, and controlled access.
War Limits Movement

Academic Freedom Restricted
Classification and clearance
A-Io imposes wartime rules on research and travel. Shevek is told that leaving campus requires permission, though Pae claims he can evade the process.
A softened form of coercion
The restrictions are introduced casually, as administrative inconvenience. Shevek recognizes that the same state that honors him can limit his movement whenever it chooses.
The Party Incident

A Personal Boundary Broken
Confusion becomes harm
Shevek misreads Vea’s behavior and persists after she tells him to stop. He stops when she clearly resists, but the encounter has already crossed a boundary and ends in humiliation.
Politics in the aftermath
Pae and Oiie worry less about Vea than about Shevek reaching the working districts. The incident exposes both Shevek’s misunderstanding and the state’s management of his public presence.
Escape to the Embassy

The Guest Becomes a Fugitive
Flight through Old Town
Shevek leaves the campus and joins underground dissidents, then escapes the city after the demonstration is attacked. He finally reaches the Terran Embassy.
Protection beyond A-Io
Keng provides a place from which Shevek can speak freely to Anarres and offer his theory to the wider worlds. The escape ends A-Io’s effective control of his immediate choices.
