Earth Embassy of the World Government Council

The Dispossessed

The Terran Embassy to the CWG serves as Shevek’s refuge after he escapes the violence in Nio Esseia, turning a diplomatic outpost into the point where his immediate safety and his connection with Anarres become possible. Housed in the River Castle, an old fortress beside the river, the embassy belongs to the Council of World Governments’ diplomatic landscape but provides Shevek with protection when he needs it most.

Setting and Institutional Role

The embassy occupies the River Castle in Rodarred, the old capital of Avan Province and the seat of the Council of World Governments for three centuries. The castle stands between the Nio highway and the river. Its walls have endured for fourteen hundred years, and a moat and drawbridge mark the approach. Yet its ancient exterior contains a modern reception desk, placing a working diplomatic office inside a defensive structure built to withstand earlier conflicts.

The embassy is part of a city of towers, bridges, embassies, and consulates, only an hour’s ride from Nio Esseia and the national seat of government. Its location puts it close to the political center and the unrest from which Shevek has fled. The castle’s open gates and lowered drawbridge are practical features of the scene: the building is not sealed against entry when he arrives seeking help.

Shevek’s Arrival and Asylum

Shevek reaches the embassy after the Nio Esseia demonstrations and their violent suppression. A car has just arrived, and uniformed men are entering the building as two unfamiliar visitors come into the lobby. Shevek hurries toward them and asks for help. One man initially draws back, but the other leads Shevek into a side office and closes the door behind them, separating him from the incoming group.

The embassy’s protection becomes explicit after Shevek faints. He is told that he is on Terran soil, is safe, and may stay for as long as he wants. The assurance makes the embassy more than a convenient hiding place: it offers asylum at a moment when Shevek has witnessed bloodshed and cannot safely remain in the street. Its personnel respond directly to his need for refuge rather than treating his presence as a routine diplomatic visit.

Communication with Anarres

Once Shevek is sheltered, the embassy offers a possible way to contact Anarres. Its representative explains that the staff know the wavelength Anarres uses but have not transmitted to it because they had not been invited and did not want to impose. If Shevek is worried, they can arrange a conversation; the embassy can relay through the Hainish ship remaining in orbit around Urras. The Hainish ambassador is the only person officially informed that Shevek is there.

This offer makes the embassy a potential intermediary across the isolation between the worlds, while its restraint distinguishes assistance from unsolicited intervention. Shevek asks whether a message has arrived from Anarres, revealing that contact matters to him; the embassy cannot confirm one but can place its communications resources at his disposal. The refuge therefore protects him physically and opens a route toward renewed communication without claiming authority over what that contact should mean.
