Raider Pilot Licensing Requirement

Venom

The Raider Pilot Licensing Requirement governs who may fly Raiders: aspiring pilots must pass a test to receive a license. The rule places a formal hurdle between owning one of the airborne craft and flying it freely, a distinction made pointedly comic by Becky’s efforts to get around it.

Requirement and Craft

Raiders are flying contraptions that the narrator compares, at first glance, to a mixture of a snowboard and a skateboard. A jet flame streaming from the back allows them to fly. They are common enough to be seen floating around, but the narrator’s growing familiarity with them began after one nearly hit her in the back of the head while she was shopping in Elm. Sammy explained what the devices were and that passing a test was required for a flying license; the initial trepidation gave way to awe. The licensing rule is introduced amid that shift in perspective, as another formal requirement in a world where flying on dragons is already possible.

Becky’s Workaround

Becky owns a Raider, but she uses it only around the house. She is still trying to work out how to bribe an officer for a license, so the evidence presents her as seeking a way around the test rather than as having obtained permission or flown it elsewhere. The contrast between possession and licensed use gives the requirement a concrete domestic example: Becky has the craft, but her use remains limited while she looks for a shortcut.

Narrative Role

The rule turns the Raiders’ striking image—small board-like craft propelled by flame—into a regulated form of flight rather than an unrestricted novelty. It also sharpens the contrast between the narrator’s wonder at seeing Raiders in the air and Becky’s practical interest in using her own. Her proposed bribe makes the licensing barrier legible through character behavior, while leaving the outcome unresolved.
