Paegeia border-crossing regulations

Venom

Paegeia border-crossing regulations make passage between Paegeia and the world beyond the Wall a controlled process rather than an ordinary journey. They require correct documents, dragon registration, and physical screening, and they attach serious consequences to unauthorized or incomplete passage. The system also has a narrow exception: a handful of dragons with special passes can fly directly through the Wall, a privilege that helps explain how Elena was brought to Paegeia without remembering the crossing.

Routes and Documentation

The regulations operate within a transport system that separates local travel from journeys out of Paegeia. White tubes serve local destinations inside the country and can be used by humans as well as dragons; green tubes lead beyond Paegeia. Lucille describes a network of more than five thousand elevators, making the distinction between domestic and outward travel visible in the infrastructure itself. The elevators are not merely convenient alternatives: the outward route leads into a border regime with its own requirements.

At the counters, an attendant warns a man that he cannot leave Paegeia without the correct documents. The attendant explains that authorities on the other side are strict and will deport him back home. His insistence that he has to get across does not change the requirement. This exchange presents documentation as a condition of exit and makes clear that an attempted journey can end not in passage but in forced return. The scene gives the rule an immediate human consequence: a traveler’s desire to reach the other side is insufficient without acceptable papers.

Registration and Screening of Dragons

Dragons originating in Paegeia must be registered before they enter the world on the other side. They carry passports and identification documents for other countries in case they are required to identify themselves. Registration and documentation therefore accompany the physical crossing; being a dragon does not exempt a traveler from having to establish identity through official papers.

The border process also includes a physical search. Elena sees five dragons being turned around while humans frisk them, and Lucille explains that dragons crossing to the other side are thoroughly checked to make sure they really are dragons. The search responds to a specific danger: long ago, a human used a spell that could make a person appear to be a dragon and tried to sneak across. The Wall disintegrated the disguised human. After that incident, attendants began searching every dragon. The extraordinary force of the Wall and the possibility of magical impersonation thus stand behind a routine procedure: each traveler presented as a dragon is examined rather than accepted on appearance alone.

Enforcement and Exceptional Passage

Lucille characterizes the system as tight and warns that it is not to be played with, because someone who violates its requirements may be unable to come back. That consequence makes compliance matter in both directions. The regulations do not simply determine whether a person or dragon can depart; they can also determine whether return remains possible. The warning gives the border a lasting weight for travelers whose connection to Paegeia depends on being able to cross again.

Direct flight through the Wall is reserved for dragons with special passes. Lucille says that only a handful possess them, distinguishing this exceptional passage from the regulated routes used by ordinary travelers. Matt is among those with such a pass, and Lucille says he knows every dragon on the other side. His knowledge and authorization place him in an unusually capable position to move across the boundary. The exception is limited, not a general alternative to registration and checks: the evidence presents special permission as a rare status attached to particular dragons.

Elena's Crossing and the Unresolved Record

The rules clarify how exceptional Elena’s arrival was. Matt brought her directly through the Wall using his special pass, but she does not remember the journey; she remembers only waking at Dragonia Academy. Her case is therefore not an ordinary documented crossing as far as the conversation reveals. Lucille knows of Elena because Master Longwei asked whether she could come home with Becky, and she tells Elena that her father never registered the two of them on the other side. She calls that omission a mystery they will probably never solve.

This gap in Elena’s registration contrasts with the system’s stated insistence that every dragon from Paegeia be registered before entering the outside world. The conversation does not explain why her father failed to register them, nor does it resolve how Elena’s status was handled. Instead, Lucille offers reassurance that Elena is safe now. Border procedure thus does more than regulate the travelers seen at the counters: it also exposes the uncertainty surrounding Elena’s past and the limits of what the surviving account can establish. Her passage depended on a rare authorization, while the missing registration remains unexplained.
