It is the governmental structure that failed to heed the warnings of Athor 77 and the Observatory scientists about the impending eclipse and its catastrophic consequences, and it collapsed entirely in the chaos following Nightfall, fragmenting into a patchwork of petty provinces and competing power groups.

Identity and Structure

The Federal Republic of Saro was the established government of the region, with its capital in Saro City. It possessed a formal governmental structure, including a Prime Executive, a legislature, and a judiciary. The Republic was the entity that had the authority to fund scientific research, such as the work at the Saro University Observatory, and to manage public institutions like the Jonglor Municipal Psychiatric Institute. It was also the government that was responsible for the Jonglor Centennial Exposition, a major public works project that included the ill-fated Tunnel of Mystery. The Republic's authority was recognized by its citizens, who looked to it for protection and the maintenance of social order.

Response to the Eclipse Warning

The Republic's response to the scientific warnings of the impending eclipse was a catastrophic failure. Athor 77 and his colleagues at the Observatory, along with Sheerin 501 and Siferra 89, had gathered incontrovertible proof that a total eclipse of Dovim would occur, plunging the world into Darkness and triggering mass insanity and worldwide fires. They attempted to alert the government and the public. However, the government, influenced by the mocking columns of journalist Theremon 762 and the general skepticism of the populace, failed to take any meaningful action. Theremon's campaign of ridicule made it politically impossible for anyone in the government to take Athor seriously. The Republic did not initiate a crash program to build shelters, stockpile provisions, or prepare the population for the psychological trauma of Darkness. Collapse and Fragmentation

The Republic of Saro did not survive the night of the eclipse. As predicted, the Darkness and the appearance of the Stars triggered a wave of mass insanity. The city of Saro was almost completely destroyed by fire, and the government's infrastructure—its power grid, communications, and law enforcement—collapsed. In the aftermath, the Republic's territory fragmented into a multitude of small, independent provinces, each with its own local strongman and set of rules. These new entities, such as Restoration Province, Six Suns Province, Godland, and Daylight, were essentially strings of refugee camps linked by the Great Southern Highway. The old governmental leaders had disappeared, and the only remaining bastions of order were vigilante groups like Altinol's Fire Patrol, which controlled the area around the university, and the theocratic forces of the Apostles of Flame, who seized control of the north side of Saro City. The Republic's legal and political systems were replaced by ad-hoc emergency codes, such as the Fire Patrol's prohibition on fire-starting, enforced at gunpoint.

Legacy and the Future

The collapse of the Federal Republic of Saro left a power vacuum that the surviving rational elements of society, gathered at the provisional government at Amgando, were too weak to fill. The only force capable of imposing order on the chaos was the Apostles of Flame, who, under the leadership of Folimun 66, were marching south to consolidate their control. Theremon 762, having witnessed the Republic's failure and the subsequent anarchy, came to believe that the only hope for the future was to ally with the Apostles, using their discipline and authority to rebuild civilization, even if it meant accepting a theocratic dictatorship. The Republic of Saro, with its secular, rational government, was a casualty of Nightfall, and its demise paved the way for a new, more authoritarian order.
