Altinol was a trim, commanding figure in early middle age, accustomed to being obeyed, and he saw the chaos as an opportunity to impose strong, decisive leadership.

Nature and Structure

The Fire Patrol was a quasi-military organization with a simple but effective structure. Its members, numbering fifteen to twenty at the time of Theremon's encounter, were all judged to be in "pretty good shape, mentally" compared to the mass of the population. They wore distinctive green neckerchiefs as badges of office and carried needle-guns, which gave them authority far beyond their numbers. The Patrol operated from the Sanctuary, a secure underground complex with ample provisions left behind by the university people. Altinol was the undisputed boss, and there was room for only one leader; he demanded that any recruit understand from the beginning that "what Altinol says goes, without any argument."

The Fire Patrol's central mission was the control of fire. In the aftermath of the eclipse, the world was full of "fire-starters"—crazed individuals who, driven by a desperate fear of Darkness, lit fires to create light, and others who simply enjoyed the destruction. The Patrol's Emergency Code, which Altinol cited with solemn authority, prohibited the possession of any fire-making equipment—matches, lighters, pocket generators, or anything capable of starting a fire. The penalty for a first offense was a fine; for resistance, the Code allowed "immediate and summary execution." The Patrol claimed the exclusive right to light fires, positioning itself as the only legitimate source of this essential but dangerous tool. They conducted "Search" operations, stopping travelers on the highway and in the forest to confiscate combustibles, and they intervened to break up fights and enforce their authority, as when Siferra, then a Patrol officer, rescued Theremon from a beating by five men who had caught him trying to cook a graben.

Altinol 111 was the absolute leader, a man Theremon recognized as a former corporate power-broker who had always wanted to be Prime Executive. Siferra 89, the archaeologist, was recruited into the Patrol after she wandered into the Sanctuary seeking refuge. She was given a green neckerchief and a needle-gun and served as an officer, though she was uneasy about the Patrol's methods and Altinol's ambitions. The Patrol's main opponents were the Apostles of Flame, who had seized control of the entire north side of Saro City and placed it under religious authority.
