The Landsraad Balance is the political equilibrium between the Padishah Emperor, the Great Houses of the Landsraad, and the Spacing Guild, a tripod structure that underpins the Imperium's feudal order. Its instability is a central driver of the novel's plot, as the Emperor's fear of a rising House Atreides leads him to conspire with the Harkonnens, shattering the balance and precipitating the Arrakis crisis.

The Imperium rests on a three-point civilization: the Imperial Household, the Federated Great Houses of the Landsraad, and the Spacing Guild with its monopoly on interstellar transport. This tripod is the most unstable of all political structures, as the Lady Jessica observes, and the balance is further complicated by a feudal trade culture that turns its back on most science. The Guild's control of space travel and the Landsraad's collective military strength check the Emperor's power, while the Emperor's Sardaukar legions and the CHOAM Company's economic leverage counterbalance the other two. This delicate equilibrium is the foundation of the Great Convention, which prohibits the use of atomic weapons against human targets and regulates warfare through the forms of kanly and the War of Assassins.
The Emperor's Fear and the Atreides Threat
The balance is disrupted by the Emperor's fear of House Atreides. Duke Leto Atreides, a popular and capable leader, has trained a fighting force that rivals the Sardaukar, and his growing influence among the Great Houses threatens the Imperial position. The Emperor, Shaddam IV, secretly conspires with Baron Vladimir Harkonnen to destroy the Atreides, using the Harkonnens as a proxy to do the Imperial dirty work. The Baron's plan, as outlined by his Mentat Piter de Vries, is to lure the Duke to Arrakis, where he can be overwhelmed by a combined force of Harkonnen troops and Sardaukar disguised in Harkonnen livery. The Emperor's involvement must remain hidden, for if the Landsraad learned that the Sardaukar were being used against a Great House, it would unite against the Imperial House and plunge the Imperium into chaos.
The Consequences of Imbalance
The destruction of House Atreides and the subsequent Harkonnen oppression on Arrakis expose the fragility of the Landsraad Balance. The Fremen, long underestimated by the Harkonnens, emerge as a formidable force under the leadership of Paul-Muad'Dib, and their victories threaten to topple the established order. The Guild, dependent on the spice of Arrakis for its navigators' prescience, is forced to intervene, and the Emperor's position becomes untenable. The final confrontation at Arrakeen sees the Emperor's Sardaukar defeated by the Fremen, and Paul, now the Kwisatz Haderach, forces the Emperor to surrender, demanding the throne and the Emperor's daughter as the price of peace. The old balance is shattered, replaced by a new order under Muad'Dib, whose power rests not on the consent of the Great Houses but on his control of the spice and the fanatical loyalty of the Fremen.
The New Order
Paul's ascension marks a fundamental shift in the political landscape. He does not seek to restore the old balance but to establish a new one, with himself at its center. He forces the Guild to obey his commands by threatening to destroy the spice, and he strips the Emperor of his CHOAM holdings, redistributing power to his own followers. The Landsraad, once a check on Imperial power, is now subordinate to the will of Muad'Dib, whose religious authority and military might make him a figure of unprecedented power. The novel ends with the promise of a jihad, a holy war that will spread across the universe in his name, suggesting that the new balance is as unstable and dangerous as the old, and that the cycle of power and conflict is far from over.
