ImpSec Solo-Travel Prohibition

The ImpSec Solo-Travel Prohibition is a standing security order requiring Miles Vorkosigan to have a bodyguard while traveling. The rule gives Elli Quinn grounds to challenge his plans, but Miles treats its practical scope as limited: after a galactic journey, he walks alone from ImpSec HQ to Vorkosigan House.
