Enrique

Enrique is one of the two New York City social workers who take charge of Theodore Decker in the immediate aftermath of the museum bombing that kills his mother, Audrey Decker. He is a central figure in the bureaucratic machinery that processes Theo from a traumatized orphan into a ward of the state, and his actions—though well-intentioned—set the course of Theo's life for years to come.

Identity and Role

Enrique is a Hispanic man with a tough, sports-coach physique gone to fat, uneasy in his suit and tie. He works for the New York Department of Child and Family Services alongside a Korean female colleague whose first name Theo cannot recall. Enrique pronounces Theo's name as "Teo," a small but persistent error that underscores the impersonal, procedural nature of their relationship. He carries a clipboard and pen, and his manner conveys a reassuring sense of the nine-to-five world: office filing systems, industrial carpeting, business as usual in Manhattan. He is the one who, after a tense breakfast at a diner, makes the phone calls that determine Theo's immediate future.

The Morning of the News

Enrique and his colleague pick Theo up from his apartment in the early hours after the bombing and drive him to a diner downtown. Over a plate of uneaten scrambled eggs, they deliver the news of Audrey Decker's death. They are blunt and insistent, repeating the words "death" and "dead" in a way that Theo finds impossible to reconcile with their reasonable voices and the peppy diner signs. Enrique's primary concern is locating Theo's father, Larry Decker, who abandoned the family months earlier. He questions Theo repeatedly about his father's last known whereabouts, a line of inquiry that feels to Theo both irrelevant and terrifying, as it leads directly to the prospect of foster care.

Arranging Temporary Custody

When it becomes clear that Larry Decker cannot be found and that Theo's paternal grandparents in Maryland are unwilling to take him, Enrique explains that Theo will need to be placed in "emergency custody" or a "capable foster situation." He tries to soothe Theo's panic with calm, reasonable explanations, but his words only make Theo more frantic. It is Theo who, off the top of his head, gives Enrique the telephone number of his old friend Andy Barbour. Enrique writes down the name—"Barbour with a u"—and asks if the Barbours are friends. After a quick phone call from the diner, he drives Theo to the Barbours' Park Avenue apartment, where he and his colleague hand Theo over to Mr. Barbour.

Lingering Presence

Enrique does not disappear from Theo's life after the placement. He continues to be a presence, attending the official interview with the police investigators at Theo's school. He sits in the conference room alongside Mr. Beeman, Mrs. Swanson, Dave the psychiatrist, and Mrs. Barbour, his presence a reminder of the state's ongoing interest in Theo's welfare. His interrogations about Theo's father's whereabouts persist, bringing Theo close to tears, until Mrs. Barbour intervenes with a controlled, cutting monologue that effectively puts a stop to the line of questioning. Enrique's role, ultimately, is that of a gatekeeper—a figure who represents the system's power to define Theo's fate, even as he is ultimately outmaneuvered by the social and financial resources of the Barbour family.
