The Secret Police is headed by Fenris Ulf, a grey wolf who holds the title of Captain of the Secret Police. His authority is absolute within the organization, and he reports directly to the White Witch. The force operates with a clear chain of command, as demonstrated when the Witch dispatches Fenris Ulf on missions: "Take with you the swiftest of your wolves and go at once to the house of the Beavers," she commands, and the Wolf immediately obeys, "I hear and obey, O Queen." The organization's structure allows for rapid deployment of its members, with wolves serving as both enforcers and messengers.

Methods and Operations

The Secret Police employs a combination of surveillance, arrest, and assassination to maintain the Witch's grip on Narnia. Its agents are known to spy on the populace, as Mr. Tumnus warns Lucy that "the whole wood is full of her spies. Even some of the trees are on her side." When the Faun Tumnus is discovered to have fraternized with humans, the Secret Police acts swiftly: his cave is ransacked, his door broken from its hinges, and a formal notice of arrest is nailed to the floor, signed by Fenris Ulf himself. The notice charges Tumnus with "High Treason against her Imperial Majesty Jadis, Queen of Narnia" and lists specific offenses including "comforting her said Majesty's enemies, harbouring spies and fraternising with Humans." Role in the Witch's Regime

The Secret Police functions as the Witch's most trusted tool for eliminating opposition and enforcing her will. When Edmund arrives at the Witch's castle, Fenris Ulf is the one who guards the threshold and interrogates him before allowing entry. The Wolf's presence at the castle's entrance—"Across the threshold lay a great wolf"—symbolizes the ever-present threat of the Secret Police. The organization's reach extends beyond mere arrest; its members are also deployed for assassination missions, as when the Witch orders Fenris Ulf to "kill whatever you find there" at the Beavers' house.
