Stilgar's Promise Stilgar still speaks of open water for Arrakis when Paul becomes emperor. The dream is absorbed into Paul's imperial promise. Unfinished Eden Paul must keep desert for spice, but he promises garden land for the Fremen. Kynes' vision lives inside the new empire.
