Paul responded by threatening to give the order that would destroy all spice production on Arrakis forever. When the Guildsman asked if he were mad, Paul forced him to admit that he had the power to do it, and then declared that the power to destroy a thing is the absolute control over it. He ordered the Guildsmen to dispatch messages that would get the fleet of Great Houses over Arrakis on its way home, and they obeyed, seeing ahead to a blank wall marking the consequences of disobedience.

Paul then turned to the Emperor, explaining that the Guild was like a village beside a river, needing the water but unable to dam it and control it. He had built a dam that could not be destroyed without destroying the river. The Emperor, who had come to Arrakis with five legions of Sardaukar and his favorite Truthsayer, was stripped of his power. Paul demanded the Emperor's entire CHOAM Company holdings as dowry, an earldom and CHOAM directorship for Gurney Halleck, and the throne for himself through marriage to Princess Irulan. The Emperor was sentenced to his prison planet, Salusa Secundus, which Paul promised to make a garden world.

The Water of Death is the ultimate expression of Paul's transformation from a boy into the Kwisatz Haderach. Paul's response was to point out the gentle ways of the Sardaukar, and to declare that the Fremen had the word of Muad'Dib that there would be flowing water on Arrakis, but that there would always be desert, for God created Arrakis to train the faithful.
