The crowd of onlookers grows. The First Negotiation Principal Denver contacts Charlie via intercom. Charlie demands that no tear gas be used and that the police stay back. Denver relays the message to Captain Philbrick.

The Captain's Offer The Deal Frank Philbrick contacts Charlie and offers him air time or a statement in exchange for releasing the hostages. Charlie refuses and instead demands that Philbrick come down unarmed, threatening to kill him. The Standoff Philbrick refuses and asks to speak to Ted Jones. Ted confirms that Charlie is unstable. Philbrick then threatens to use tear gas, but Charlie warns he will kill hostages. The Aftermath Philbrick backs down and agrees to wait until 1:00 PM. Charlie pulls down the shades, and the final phase of the crisis begins.
