At Tagomi's office, Mr. Baynes meets General Tedeki, who is posing as Mr. Yatabe. Baynes reveals his true identity as Captain Rudolf Wegener of the Abwehr and discloses Operation Dandelion, a planned nuclear attack on Japan. He explains that the German government, under Goebbels, supports the operation, but the SS, led by Heydrich, opposes it. Wegener urges Japan to intervene in German politics to prevent the attack. General Tedeki listens and accepts microfilm evidence.
