Hugo Reiss, the German consul in San Francisco, is visited by Bruno Kreuz vom Meere, the local SD chief. Kreuz vom Meere tells Reiss that they have located the Abwehr agent Rudolf Wegener, who is posing as a Swedish businessman. They plan to capture him. Reiss is annoyed by the SD's interference but cooperates.
