Julia and Winston discuss the Brotherhood and O'Brien

In the room over the shop, Julia and Winston often talk of engaging in active rebellion. Winston tells her of his strange intimacy with O'Brien and his impulse to walk into O'Brien's presence and announce that he is an enemy of the Party. Julia does not think this is impossibly rash, since she knows how to read faces. She refuses to believe that widespread organized opposition exists, and says the tales about Goldstein are rubbish invented by the Party. She also startles Winston by saying that in her opinion the war is not happening; rocket bombs are probably fired by the Government itself to keep people frightened.
